Abstract

The project optimization model includes a multilayer geoinformation model of the floodplain a rea with real a nd simulated topography layers, channel structure, settlements and transportion infrastructure; a hydrodynamic model of flood development; a simulation model of population evacuation under developing catastrophic flooding of the area. Geoinformation and hydrodynamic modeling is carried out with the help of the software and algorithmic package Web-ECOGIS, designed to model emergency situations on rivers and reservoirs, as well as to model seasonal floods. The package uses modern GIS-technologies, parallel computing technologies OpenMP, MPI, CUDA. Vector maps of flooded areas in this package include topography layers, hydrological system, social and economic infrastructure. An approximate solution to the optimization problem, which is a binary knapsack problem, is constructed using the “greedy” algorithm, and the exact solution is constructed using the dynamic programming method. The article presents the results of simulation of the development of catastrophic flooding emergency situation on the territory of the northern part in the Volga-Akhtuba floodplain (VAF) with an increase in the intensity of the spring flood during its development. The authors determine the parameters of the evacuation situation when resources are scarce and identify flooded settlements a nd sections of the road network. Based on the results of the simulation, an approximate and exact cost-output dependence for the project under study are constructed.
