Abstract
The focus of this article is the problem of the revival of the national fleet by phasing rental of vessels in bareboat charter with subsequent transfer of ownership. To optimize a fleet renewal program it is developed economic and mathematical model, as a source of financing it is proposed the use of "freight resource". The technique of its grounding is presented in this article
