Abstract
Power system real-time congestion management (RTCM) is one of the major problem, which should be solved by the system operator (SO) through a fast, reliable and cost-effective algorithm. In this paper, an optimal RTCM algorithm is proposed based on cost-free and non-cost-free techniques considering the maximum capacity of transmission systems in a specific time interval. This time interval is named as congestion clearing time and is determined by short thermal rates of transmission lines. The linear structure of the proposed formulation makes it possible to be solved very fast in real-time congestion conditions. The particle swarm optimization (PSO) algorithm has been developed to find the best solution for the RTCM problem during the maximum allowed solution time. To demonstrate the advantages and effectiveness of this method, numerical results have been reported and compared with the security constraint optimal power flow (SCOPF) solution for the RTCM problem analyzing the modified 39-bus New England system.
