Abstract

Recently, in order to level congestion rate at commuting road, local government is examining to introduce“Peak -Load Pricing scheme” in Japan. In this paper, we proposed the model to analyze the optimal peak-load pricing schemeunder flexible work hours considering temporal agglomeration effect. We could calculate utility level, and evaluate economic effect of optimal peak-load pricingscheme. In the result, we have shown that if we decided congestion toll and pricing time based on commuting and work start time distribution at no-toll situation, we could not get the optimal effect.
