Abstract
This paper is one of some papers which will be published in this year as a succession of last year's published, “Correspondens among Dutch civil engineers in early days Meiji Japan.”This paper describes on the social background of river and harbour administration of Japanese Goverment and also provides some new historical facts, based on letters of de Rijke in 1879 to 1889.
