Abstract

The article presents coverage and analysis of certain aspects of innovative activities of Ukraine in relation to social security of orphans and children deprived of parental care.The author singles out: innovative features of Ukrainian children’s social protection in the absence of parental care; the necessity of revising the priorities of the state policy in the field of child protection in the conditions of modern European integration of Ukraine; introduction of successful approaches from the world practice of child protection based on ensuring their rights and best interests, aimed at supporting the family or environment as close as possible to the family.The study found out the innovative focus of state support for orphans and children deprived of parental care, due to the positive world experience and focused on protecting the best interests of the child and meeting vital needs; substantiated the need to consolidate the efforts of the state and civil society institutions, aimed at deinstitutionalization of the placement of orphans and children deprived of parental care, and reorientation of the principles of financial security of families which foster children. Special attention is paid to the cooperation with representatives of business circles and international donors. There are established the main vectors of social security of orphans and children deprived of parental care: approaches to the modernization of financial institutions, approval of co-financing mechanisms from state and local budgets and approval of state standards of social services for families with children of this category. The study and analysis of regional social security programs for orphans and children deprived of parental care in the context of decentralization of power and funding have been identified as promising.
