It is shown that the forced harmonic oscillator model for vibrational excitation in chemical reactions can be substantially improved by use of a velocity-symmetrized reaction path. A modified Poisson distribution is derived, which provides a reasonable description of the vibrational state distributions for a large class of reactions.
