Abstract
A partly new and sensitive technique is described for measuring the net charge on a small object. The electrostatic energy of a charged circular insulator plate is calculated. The technique is then used for energy measurements on discharges from insulator surfaces. Simultaneously with these measurements the discharges are photographed. A powder technique is also used for studying the surface discharges.
