college or university to have adequate data for budgeting and assessment purposes. As one session participant pointed out, this record-keeping function is especially important when external funding is involved. At the same time, the campuses want to insure that centralization does not inhibit the good work already being done on campus or prevent future initiatives from starting. On one campus, a new service and learning director suspended all voluntary activities and required all students to take a noncredit course before they were allowed to return to working with the community. This effort to insure the academic integrity of the program stifled enthusiasm and brought a decline in student participation in service activities. Finally, we discussed how to make the strongest connections with our host communities when doing service projects. We thought that the model used by East Tennessee State University was particularly interesting. They attempt to make true partners out of the residents of these communities. They have host communities in Rogersville, Newport, and Mountain City. Members of those communities that work with service organizations are designated community-based East Tennessee State faculty. In addition, local service organization councils were created in each of these communities that played a role in determining program policy. Because they were making policy decisions, allocating resources, and assessing student performances, they felt that they were real partners in this program. The people in Mountain City were so enthused about the program that they used local funds to construct the building needed to house this program.
