Abstract
La Revolution des tulipes au Kirghizstan temoigne de la mondialisation de cet espace politique dans lequel une architecture complexe d’acteurs se deploie. L’instauration d’une assistance democratique entraine la naissance de nouveaux acteurs locaux, notamment Koalitsia. Cette coalition d’ONG a joue un role majeur comme observateur electoral. Au-dela des acteurs, Koalitsia materialise la naissance d’un dispositif de pouvoir transnational qui tend a se developper a travers le monde et modifie l’exercice du pouvoir, la souverainete et la legitimite dans certaines societes.
