Abstract
The implementation of the scientific human resources management needs to put people first, respect knowledge, respect talent, and make the best of it. Local colleges in the implementation of Science and Technology Plan, Talent Plan and Education Plan, should correctly understand and accurately grasp the human resources, human capital and human resources, internal relations, innovative university human resources management policies, fully mobilize the enthusiasm and initiative of the teachers, boost the university's strategic objectives, promote the development of university science, meaning development and harmonious development. To innovate policies of human resource management in local colleges, we need to place an objective analysis of the process of reform and development opportunities and challenges faced by seriously investigate bottleneck and short board of restricting the scientific development of the local colleges. Meanwhile, colleges need to establish a sound rules and regulations of human resources management for local colleges and provide policy support for the scientific development of the schools.
