Abstract

This paper proposed a social welfare index for rural China. Based on the questionnaire survey of income distribution and equity, health care, education, agricultural production for some rural households in Hubei and Hunan Province, the weights in social welfare index were analyzed, and the welfare level of rural society in 1994–2008 was measured by the index also. Trend analysis shows that the welfare index can measure the level of social welfare, and also can provide a reference criterion on investment decisions and evaluation of performance for government.
