Abstract
Abstract : Increasingly, capacity restraint functions -- which describe travel performance or travel time and delay as a function of the volume using a facility and of the facility capacity -- are utilized in the trip distribution and assignment phases of the travel forecasting process. In essence, these capacity restraint functions when related to distribution and assignment models permit the analyst to insure equilibrium; that is, they enable the analyst to insure that the travel time used to determine interzonal transfers and to assign link volumes is equal to that travel time which would result if assigned volumes of the predicted magnitude did actually use the facilities in question.
