In this study, the Norwegian research aid (ODA), both the declared policy and the performance, is described and analysed from the perspective of Norwegian aid policy. The norms set for the research aid to a very high degree reflect the overall objectives and guidelines set for aid, although a substantial share has been earmarked for Norwegian development research and competence building. Also the consistency between declared policy and performance is found to be fairly high, although not easily assessed. Contrary to what is the case in Sweden (SAREC) and Canada (IDRC), the Norwegian aid within this sector is highly compartmentalised; it is administered within the confines of a myriad of separate administrative units with little, if any, real coordination, although responsibility for coordination is vested in a tiny unit which also administers part of the research aid.
