Abstract

Competency-based training is an innovative flight training project, which is derived from the evidence-based training in commercial aviation retraining. Initial flight training is the primary stage of the competencies raise for the flight trainees. Effective competency assessment is the key to the competency-based training implementation, especially for the non-technical competencies. In this paper, a non-technical competency evaluation model was designed based on the competency assessment model construction. To avoid the influence of individual subjective judgment and favoritism from the flight instructor evaluation, a new approach for non-technical competency evaluation was proposed combining the fuzzy comprehensive evaluation with analytical hierarchy process (AHP). A case study for the workload management competency evaluation that is one of the core competencies in flight training was given based on the actual flight instructors measurement data from the flight institution. The analysis of evaluation results shows that the proposed method is an effective combination of subjective and objective methods, and fits with the results of the subjective scoring by the instructors.
