Abstract

The possibility—or probability—of converting atomic energy from peaceful to military uses presents manifold political and technical problems: of management, distribution, control. A quarter-century after Hiroshima, we have the Nonproliferation Treaty, but not all nuclear powers have signed it, and many nonnuclear states are holdouts. Georges C. Delcoigne, Legal Division, and G. Rubinstein, Department of Safeguards, of the International Atomic Energy Agency summarize the current situation and have a sober look at the future.
