Abstract

Corruption in Italy is systemic, according to several quantitative and qualitative indicators, due to the development of governance mechanisms allowing corruptors and corruptee to reduce transaction costs in hidden exchanges. One of the roots of systemic corruption can be found in the weakness of horizontal trust bond useful to increase control and accountability of decision-makers.
