Abstract
The Ang-Ang-Xi branch of the public security bureau of Qiqihar City, Heilongjiang, has a force of a hundred officers and men, of which new recruits since 1981 make up 48 percent. With almost half its members relative newcomers, the branch faces the serious problem of how to exercise strict disciplinary control over its men. Since 1983, it has undertaken this task as one of its major priorities. It has nipped in the bud violations of discipline and other bad tendencies, with outstanding results.
