Abstract

The majority of credible fixture air traffic management operational concepts are based in part on the negotiation and clearance of conflict-free 4-D trajectories. A key technology required to enable such operations is pervasive air-ground data link with the ability for ground automation systems to communicate directly with the flight management computer (FMC). Inmarsat, the current provider of safety of life satellite communications services for the aeronautical industry, is deploying their next generation satellite communication constellation based on their Inmarsat-4 satellite architecture. This system offers great promise toward remedying many of the stated shortcomings of the current satellite communication system that are responsible for the limitations of the FANS system. BGAN system designed to support a wide range of voice and data services offers a degree of flexibility in the allocation of ATC functions to communication services. The next generation FANS service, based upon an aeronautical service extension to the BGAN system, is capable of providing enhanced communication and surveillance services resulting in the reduction of separation in oceanic and remote regions.
