Abstract

Following eight years of advocacy to end solitary confinement for people with serious mental illness, and both the mental and physical harm facing thousands of New Yorkers, many of whom are Black and Latinx, advocacy groups are hailing landmark legislation signed into law by Gov. Andrew Cuomo that reforms the state's criminal justice system and adds rehabilitation to its services and settings.
