Abstract

The article deals with the phenomenon of digital diplomacy, which arose in the early 21st century and plays a crucial role in international relations and world politics. The author conveys a narrower meaning (use of social networks by the Ministries of Foreign Affairs) and a wider one (diplomacy transformation in the digital era). Historical and cultural aspects of the institutionalization of digital diplomacy were analyzed, and three stages of its formation were singled out: 1) 2009–2010 (formation as a governmental mechanism influencing users of social networks), 2) 2013–2017 (formation of new methods of analyzing the behavior of users of social networks), 3) 2018–the present (global scaling of the phenomenon and new development conditions). The author emphasizes that digital diplomacy as a subject of scientific research should be considered through the prism of the theory of realism and constructivism. The consideration of access to Big Data and use of the following methods seem promising research and practical area: hashtag analysis, network analysis, sentiment analysis (analysis of text tone), and opinion mining.
