Abstract
Previous studied shown a less focus on assumptions underlying established theories. However, this claim found as a gaps in the extant literature. We argue that through gap spotting reinforces rather than challenges the assumptions and, actually reduces the chance of producing a good theories, thus, first, we use critical review analysis of resource ownership; in addition draw a proposition how to formulate research questions using a problematization. Based on this, we build up a country level –decision making model, presented it in three scenarios, and based on a comprehensive list of factors (criteria). The findings from different scenario suggest that critical analysis facilitates meaningful theory, draws research questions, and helps in building the country level model. Our model offers several theoretical contributions, first to explore the importance of resource ownership in facilitating O&G resource ownership; later how theoretical contribution can be demonstrated in O&G industry, especially in developing countries.
