Abstract

A Polish Law on higher education and science (ustawa z dnia 20.07.2018 r. Prawo o szkolnictwie wyższym i nauce, Art. 221), since recently in force, imposes a curious prohibition which resembles the medieval legal theory of evidence. Namely, it stipulates that if two (out of four) reviews of a habilitation dissertation are negative, the commission (which consists of seven members) is not allowed to formulate a positive vote. The question is discussed in reference to the habilitation dissertation of Jarosław Kuisz "Propaganda bezprawia".
