Abstract
As NATO leaders gather in Washington to celebrate the Alliance’s 75th anniversary, the organisation continues to grapple with difficult questions regarding how to effectively respond to Russian aggression in Europe. To find a way forward, the allies must first confront the growing strategic mismatch between NATO military plans, public messaging and national capabilities. If European officials cannot convince their constituents that Russia is a chronic threat, they will face ongoing difficulties in implementing the defence upgrades needed to deter Russia.
