This must have been apparent to interested Americans who witnessed British Columbia's success at changing the terms of the Columbia River Treaty negotiations. The extensive federal agency structures dominant in water management in many countries have not developed in Canada. Before considering the nature of national policies and programs, therefore, it will be essential to develop an appreciation of the sovereign status of the ten Canadian provinces in respect to their water resources.
