Abstract
The scientific interest of Russian researchers in the topic of scientific and technological development of Russia and its regions is due to a number of factors, among which the most important is the rapid development of up-to-date technologies and the unique opportunities they provide to the states of the modern world. This is also a practical necessity for us, determined by the current conditions of the civilizational development of our country in the context of instability of its development, foreign policy turbulence, the need to fight against ill-wishers and outright enemies of Russia during the special military operation, and the fight against international terrorism. However, not only the interest of the Russian scientific community today is able to form an idea of this topic. Practical measures taken within the framework of state management of the scientific and technological development of the country are aimed today at the role of the subjects of the Russian Federation and their contribution to the country's innovative treasury. This is crucial for us, since in the conditions of different economic opportunities of different regions of the country and their asymmetry in socio-economic development, economic division of regions into «donors» and «recipients», features of their economic activity and its nature (raw materials extraction, development of new processing industries, etc.), it is important to understand which of the subjects has accumulated a special scientific and technological potential necessary for a «breakthrough» and in which area of economic activity it is applicable. It is also essential to understand the role of government bodies at the regional level in their contribution to the processes of scientific and technological development of the administered territories. For this purpose, a rating of scientific and technological development of subjects of the Russian Federation has been introduced at the government level, and the criteria necessary for understanding and assessing its condition have been defined.
