Abstract

This article examines the role of 70 U.S. cities in the national urban system. Greater dominance of cities is found to be positively related to the long-term (per capita) debt of cities. This relationship is explained as the result of nonreimbursed costs that are associated with dominance. The results are examined from both natural and planned system models, each of which suggests different policy implications.
