Abstract

The concept of professional competence expresses Russia�s Ministry of Internal Affairs� staff unity of theoretical and practical readiness for effective enjoyment
 of official activities. Professional competence characterizes the quality of Russia�s Ministry of Internal Affairs stuff training, inter alia the efficiency
 of vocational training including service and fighting training.
 Causes of death and wounds of interservice rapid response teams� staff are insufficient training of divisions to service in North Caucasus region conditions.
 This circumstance demands improvement of service and fighting training quality of officers of divisions related to special rapid response detachment
 (SOBR) embodied in Ministry of the Interior of Russian Federation. Proceeding from the general system of pedagogical goal-setting related to the
 Ministry of Internal Affairs of Russia training process, and stating the absence of theoretical justification of service and fighting training organization in
 pedagogical science, it is supposed that the process of service and fighting training needs to be organized on the basis of competence-based approach.
 Besides, the innovative model of service and fighting training�s topographical section demands a methodological support which tasks is development
 of key competences as the most universal abilities and skills of officers of divisions related to special rapid response detachment (SOBR) embodied in
 Ministry of the Interior of Russian Federation.
