Abstract

China is a unified multi-ethnic country. Under the principle of equality of all ethnic groups, China vigorously promotes regional ethnic autonomy and the development of ethnic minorities. This paper takes Moridavar Daur autonomous Banner as an example to analyze the local practice and specific operation of the national regional autonomy system. Moridavar Daur Autonomous Banner has multi-dimensional practice of regional ethnic autonomy through local legislation and other means, but there are also four problems: lack of language protection and inheritance, lack of religious rule of law, lack of targeted autonomy legislation, and loss of high-quality legal talents. It is necessary to further enhance the standardization of local practice of ethnic regional autonomy from four perspectives: cultural protection, religious rule of law, autonomy legislation and talent incentive.
