Abstract
We present results of calculations of perturbative rates for two- and three-photon detachment and ionization of ${\mathrm{H}}^{\mathrm{\ensuremath{-}}}$ and He, and for simultaneous excitation of ${\mathrm{H}}^{\mathrm{\ensuremath{-}}}$, by linearly polarized light over a range of frequencies extending into the ``excess-photon detachment and ionization'' region, a region replete with resonances. Simultaneous excitation of H is more probable than not in the case of two-photon detachment of ${\mathrm{H}}^{\mathrm{\ensuremath{-}}}$.
