Abstract
In this article public e-services are viewed as electronic markets for public services constructed by human actors, here denominated as 'electronic market makers.' Through this study the market makers' motives or rationalities in the design of electronic markets are investigated using the quasi-market for education in Sweden as an example. Electronic market makers in quasi-markets are involved in processes driven by economic and service motives as well as networking, institutional and ideological ones. The view of public e-services as an instance of market construction and the motives with their respective characteristics add new dimensions to the standard view of public e-services design and provision.
