A collective vibration in normal Fermi systems is described which represents the formation of virtual Cooper pairs and is closely connected with the phase transition from the normal to the superfluid state. Numerical results for this collective mode in O16 are reported and compared with experimental data on the 6.06 MeV 0+ level.
