Abstract
The increasing role aid effectiveness in global development cooperation agenda puts a special emphasis on establishment of the M&E systems. The article reveals the current efforts of Russia as a new donor in establishing and operationalizing the M&E system for its international development assistance program to address scarce public resources problem.
