Abstract

"In today’s world, innovation in higher education is one of the key factors in increasing productivity, which leads to sustainable economic growth and increased social welfare. The Government of the Republic of Kazakhstan has taken a course to support various programs for the development of innovative processes in the field of higher education due to its importance for ensuring competitiveness in the world market. The article shows how the Government of the Republic of Kazakhstan uses economic assistance and legal levers to spread innovative processes in higher education in Kazakhstan. The article also gives recommendations on the development of innovative processes in education, clarifies the multi-level structures of tension of innovative development, which is the basis of its conflicts of innovative development. The formulation of the main goals and objectives of innovation management mechanisms in the higher education system is the creation of a system model – the formation of an analogue of solving real conflicts of innovative development, which allows universities to simulate the use of innovative conflict management technologies and determine the consequences of this management. "
