Abstract
The article examines the role of the manager of an educational extracurricular institution in the development and adoption of management decisions in modern Ukrainian realities, offers project author's practical recommendations in this regard, taking into account the historically similar experience of the Makarenko traditions, and this study recommends it as extremely relevant.
 The scientific novelty of the work consists in the further development of the concept of "extreme uncertainty (war) - to a more relevant concept and, accordingly, the proposal of a new term in management, namely: "hard uncertainty" - for working conditions during a large-scale terrorist war against the background of the covid-19 pandemic, that are currently taking place simultaneously on the territory of Ukraine. The practical significance of the work lies in the possibilities of using conclusions and recommendations in extracurricular educational institutions of Ukraine.
