Abstract

This research aimed to formulate model of arrangement of maritime area planning and maritime of Maluku province as the answer from kopleksnya problem faced at this time with the ultimate goal is to minimize the conflict that arise in marine area and small islands in Maluku Province, and as input ) for the Provincial Government of Maluku in formulating policies on coastal, marine and small islands.Approach method used in this research is juridical emperis or juridical sociology which is descriptive qualitative analysis. The study attempts to describe what happens in coastal communities living around the conflicts occurring in these two research sites: Central Maluku (Malteng) and West Seram (SBB) kabuapten. Data collection techniques used in this study are: Interviews, questionnaires and literature study.The study found that the reconstruction of an ideal spatial plan arrangement model for Maluku Province should consider the characteristics of Maluku as a maritime and maritime province. Therefore, the authors undertake the reconstruction of the spatial planning model of maluku provincial area based on maritime and maritime with the addition of principles in Article 3 of the Regional Regulation. 16 of 2013 on RSP with the addition of prudential principles. Furthermore, the authors make additions in some articles so that with the addition of the article can minimize conflicts in the utilization of coastal space and marine areas in Maluku Province.
