Abstract

Rabbani's Human Capital Development is based on belief, Sharia and morals. A civilized society is understood as a society that is advanced in terms of thought, spirituality and materiality as well as civilized and highly appreciative of human values, not to mention the uniqueness of the Malaysian society that exhibits the diversity of races, cultures and religions, still living in a harmonious atmosphere. This article debates the challenges faced in creating Rabbani Human Capital in encouraging the formation of civil society through highlighting the literature related to Rabbani human capital and civil society in previous studies and integrating the findings of previous studies to explore new issues to be studied. The procedure carried out includes search strategy, selection criteria, selection process, data collection and data analysis for scientific works and articles obtained. The findings of this study show how the strengthening of Rabbani's Human Capital can be a catalyst to create a civil society with high morals, competitiveness, and an active role in promoting social good.
