Abstract
The article discusses the monitoring system in higher education in the aspect of improving the effectiveness of universities. The problems of monitoring in higher education in modern conditions are analyzed and described. The relevance and necessity of developing a system for monitoring the activities of universities is substantiated. The analysis of the current state of monitoring and regulatory support in the Kyrgyz Republic is given. The review and analysis of works on the problem of monitoring in education is given. The components of the business processes of the monitoring system of universities are formed with a description of their content and systematization of their relationships in the form of a flowchart. The methodology of monitoring the activities of universities has been developed and presented, which is presented in the article by the conceptual apparatus, the concept, the purpose and objectives of monitoring, the scheme of formation of the monitoring system, the algorithm of processes and indicators of the monitoring system of universities.
