Abstract

Human resources (HR) represent a key resource for the health care system in any coun try. Its development and management are considered vital for establishing a sustain able health system infrastructure. A human resources management information system (MIS) is essential for sound planning and management of a health system. This paper briefly discusses the conceptual development of health care human resource manage ment (HRM) in a global context, and then goes on to present a case of a functioning HR MIS in an oil-rich Middle Eastern country. The case is intended to stimulate dis cussion on the scope of such an information system and how it may be developed in a ministry of health.
