The influence of the personality of the first Russian Chief Military Prosecutor ‑ Vladimir D. Philosofov (1820‑1894) ‑ who over 25 years of fruitful work, has been able to transform the military-judicial office raising the level of military justice to a qualitatively new level. There are changes in the administrative management of the military-judicial system, and instead of the abolished Auditorium Department of the Military Ministry, the General Military Board was established in March, 1867.
