Abstract

Illicit spirit drink market is a very complex social phenomenon. The existing estimates of the scale of the unofficial alcohol consumption differ a lot. The European Commission, the World Health Organization and health institution researches indicated Poland as the leader of unregistered alcohol consumption in the European Union. On the other hand, Polish tax authorities and the Supreme Chamber of Control estimate unregistered spirits consumption on a much lower level. The aim of the paper is to present various research methods that can help estimate the scale of this phenomenon. Standardized methodologies are necessary conditions to reduce the disproportions in the previous estimation of unregistered alcohol consumption in Poland. The need of new quality approach is justified due to the fact that illicit spirits market causes individual and social health problems, public finance losses and contributes to corruption and other illegal activities. Comprehensive and reliable tools and scientific approach which at least allow to verify the dynamics of changes in the illegal spirit drinks market, will allow to perform periodic regulatory impact assessments. Thanks to this, it will be possible to recommend changes to the provisions that may discourage violations of the law.
