Abstract
The process of managing financial resources by governments is a concern, especially when dealing with large volumes. In this context, the development of public policies has proved to be a viable solution for managing these resources. However, there is a difficulty in defining such policies without data. Therefore, it is believed that the establishment of metadata can be used as evidence for the elaboration of public policies, especially when it comes to Digital Educational Resources (RED). In this way, the objective is to present an efficient systematization that promotes the concept of evidence for decision-making in public policies on digital content, especially REDs. Through a literature review and a case study of the MEC RED platform, the work presented a Metadata Application Profile for MEC RED. From this, it is considered that PAM-MECRED promotes a definition for the construction of evidence and decision-making for the evaluation and re-evaluation of materials according to the PNLD Publications.
