Abstract
The Comprehensive Employment and Training Act (CETA) of 1973 represents the most ambitious attempt yet by the Federal government to restructure the administration of manpower programs. Originally designed to end the patchwork system of some 10,000 categorical projects which began in the early 1960s, CETA marks a significant shift in intergovernmental responsibilities. Under CETA, state and local governments are provided federal grants to plan and implement a wide variety of manpower programs formerly administered from Washington.
