Abstract
A prolonged drought plus federally caused delays in the start of construction of a treatment plant added up to a mandatory conservation and tap‐allocation program in Denver, Colo., during the summer of 1977. Working out the equation to balance deficiencies against existing demands and future needs took long hours of study and deliberation by the Board of Water Comrs.
