Jacobs is a senior program officer at the National Research Council's (NRC) Water Science and Technology Board in Washington, D.C., where he directs a range of studies on U.S. federal water resources planning and management issues. James L. Wescoat Jr. is a professor of geography at the University of Colorado, Boulder, where he conducts research on the social and geographical aspects of water resources problems and patterns in the United States and in South Asia. Jacobs and Wescoat served as study director and chair, respectively, of a 1999 NRC review of the Grand Canyon Monitoring and Research Center's Strategic Plan.
