Abstract
The efficiency and effectiveness of a transport system is vitally affected by the administrative framework, within which transport planning and operation takes place. A framework which pennits the establishment of recognized policy, allows for effective model interply, properly relates planning to implementation and ensures effective liaison between various supply agencies will inevitably produce a better transport system than a framework which does not have these characteristics. This paper reviews the administrative procedures and institutional arrangements for transport in the United Kingdom, Australia, Canada and the United States of America. The review mainly suggest that for the development of efficient, economic and coordinated transport system, the Pakistan Government must consider the consolidation of responsibility for planning policy and supervision of all modes of transport by one transport department and also needs reorganizing the existing institutions responsible for planning operation and management at provincial government level.
