Abstract

The article is devoted to the study of an integral system for managing the professional activities of a project and program manager. The main dimensions of the activity of a project manager are identified and highlighted, the specifics of the implementation of an innovative culture as a strategic condition for the implementation of highly effective and popular projects and programs are analyzed.
 On the basis of a holistic approach, several innovation and management clusters have been proposed, the development of which will ensure the successful activity of a manager. Analyzed the strategic target (a clear and understandable formulation of measurable goals, objectives and expected results of projects and programs); contextual (taking into account a number of conditions and factors that contribute to the implementation of projects or provide difficult to resolve obstacles); value-motivational (guiding the implementation of projects on a value basis); cognitive-conceptual (requires the formation of the project and program methodology, its initial ideas and fundamental principles, etc., special importance is attached to the creativity and creativity of the manager); institutional and procedural (determines that the success and efficiency of the project significantly depend on the observance of the correct sequence of its implementation); emotional-volitional (allows you to pay attention to the importance of the ability to overcome difficulties that appear in the process of achieving the goal, through conscious organization and self-regulation, ensures the development of a mechanism for volitional decision-making); integration and communication (focuses on the formation of readiness for effective communication, the development of a model for transmitting information, decoding and establishing feedback) innovation and management clusters.
 It is concluded that the implementation of the project and program manager activity management clusters identified by us requires an appropriate context, the role of which can be successfully performed by two dimensions: a holistic approach and an innovative management culture.
 The prospects for the study of the affected topics are outlined, which we see in the development of methodological and technological ways for the implementation of the innovation and management clusters proposed by us, the study of the specifics of their implementation in different industries and analytical trajectories for the development of the innovative culture of the project and program manager.
