Management and Marketing of the Wartime Agribusiness in Ukraine

Introduction. Full-scale military actions led to the need for radical changes in the management of agricultural enterprises. Effective management of Ukrainian agribusiness under conditions of military aggression can contribute to the stability of revenues to the country's budget and strengthen national security, particularly in providing the population with food and jobs in depressed rural regions. The state of war in Ukraine determines the peculiarities of the activities of agricultural enterprises and, accordingly, forms the peculiarities of agricultural management, which requires scientific research. Aim and tasks. The study aims to develop directions and tools for managing agricultural enterprises in the conditions of war in Ukraine. The task of the study was to develop a mathematical model of operational change in the goal of an agro-enterprise, establish conditions for changing agribusiness goals, determine wartime requirements for agribusiness management, and assess the impact of the war on the components of the resource potential of agricultural enterprises. Results. A mathematical model of the operative change in the purpose of an agro-enterprise under the conditions of acquisition of integral risks, including the risk of military operations, of a degree greater than 50%, has been developed. The study of the components of the resource potential established the following: the growth of the dynamism of the land market, the acceleration of the redistribution of land ownership - the alienated area of land in 2023 compared to 2022 has almost doubled; the share of individual entrepreneurs in the total number increased by 19.8% in 2022; a decrease in the level of provision of labour resources, which has long-term and short-term dimensions related to military operations, reducing the volume of imports of agricultural machinery by approximately 30–35%. The implementation of effective management requires a comprehensive approach to the formation of systemic prerequisites for agricultural activity and the improvement of the structure of agricultural production, taking into account the impact of the war in Ukraine. Conclusions. The developed mathematical model makes it possible to change the goals of agricultural enterprises in an operational manner and form an appropriate level of competitiveness to ensure the viability of agricultural enterprises. The proposed directions and management tools of agricultural enterprises will ensure an increase in the efficiency of agribusiness management during wartime conditions. Evaluation of the impact of the war on the components of the resource potential of agricultural enterprises will increase the efficiency of resource use.

Regional features of Ukrainian higher education in wartime conditions

Purpose. To describe the regional organizational features of educational services proposed by higher educational institutions (HEIs) of Ukraine in wartime. Methodology. Normative documents regulating the educational process in Ukraine in wartime conditions were analyzed. Observations, interviews, online surveys, and questionnaires followed by mathematical and statistical analysis constituted the empirical basis of the research. The selection of respondents was carried out in HEIs which are not located in the zones of active hostilities or in the immediate vicinity of them. Findings. Since the beginning of the full-scale war in Ukraine, students of higher education have had problems of an infrastructural, institutional, and personal nature. Mixed training has become the optimal form of training for HEIs which are not located in the zones of active hostilities or in the immediate vicinity of them. To ensure continuous learning, higher education institutions should offer students flexible options for education; establish communication between students and experienced and qualified teachers; guarantee access to relevant educational materials; create online learning platforms; provide students with mental health support; cooperate with other universities and educational establishments; and make any necessary adjustments to programs and services. For mixed learning formats, it is best to apply the following educational technologies: online learning platforms; virtual classrooms for lectures and group discussions; video conferencing tools; digital libraries; mobile learning software; and messengers. Originality. Access to high-quality educational opportunities in higher education institutions in the conditions of war in Ukraine requires the introduction of flexible forms of education. Mixed training will be effective in certain regions of the country under acceptable safety conditions. Practical value. Assessment of access for higher education learners to educational resources and technologies in the conditions of war in Ukraine has been performed. The effectiveness of distance education has been studied. Strategies have been developed to solve the problem of ensuring the continuity of education in active combat zones or in the immediate vicinity of them.

Motivation of servicemen in the conditions of war in Ukraine

Introduction. The authors analyze military personnel’s motivation in the conditions of the war in Ukraine. It is motivation that determines personal activity and the possible resolving of the problem at the level of society: the victory of Ukraine in fighting for state independence in the Russia-Ukraine war. Aim: to conduct a theoretical analysis of the problem of personal motivation and empirically investigate the motivation of military personnel in the conditions of the war in Ukraine. Methods: theoretical and methodological analysis of the problem of personal motivation, Personal Motivation to Avoid Failure (T. Ehlers), Personal Motivation to Achieve Success (T. Ehlers), Self-Assessment of Motivation for Approval Seeking (Lie Scale) (D. Marlow and D. Crown), Socio-Psychological Attitudes of the Individual in the Motivational Sphere (O. Voronov), Value Orientations (M. Rokych). Results. The study found specific psychological features that reflect motivation of military personnel in the conditions of war in Ukraine. The authors determined the level of military personnel's motivation to avoid failures and achieve success and approval, focus on results and altruism, as well as the tendency to manifest the terminal value of "happiness of others" and the instrumental value of "strong will". Conclusions. The results of the study show that military personnel of Ukraine have certain manifestations of the motivational sphere, which are not characteristic of those who are not currently serving in the Armed Forces of Ukraine in the conditions of war in Ukraine. The results of the study can be useful for psychologists in giving psychological help to military personnel.

Comparative evaluation of the therapeutic effect of combined schemes for therapy and rehabilitation in acute respiratory infections with the inclusion of immunocorrective and sedative agents in children from 6 months to 6 years on the background of stress disorders in the conditions of war in Ukraine

Background. Acute respiratory infections (ARIs) are one of the most common groups of diseases in the practice of pediatricians. Stressful factors affect the immune system, reducing its effectiveness and leading to direct impact on the nervous system and the occurrence of its disorders: sleep changes, the development of a post-traumatic stress disorder, a decrease in the quality of life, especially during the last years in wartime conditions in Ukraine. The latter requires improving the implementation of combined therapeutic approaches to increase a short- and long-term effect on the health of the youngest children. Aim of the study: to increase the effectiveness of treatment and rehabilitation of children from the youngest age group (6 months to 6 years) with ARIs against the background of stress disorders of the war in Ukraine by using comprehensive schemes with the inclusion of immunocorrective (the drug with immunocorrective properties contained a complex of ultra-low-dose dilutions of gamma interferon antibodies, histamine antibodies, CD4 antibodies) and sedative (the drug with sedative properties contained antibodies to the brain-specific protein S100) agents. Material and methods. The study involved 119 children aged 6 months to 6 years who had ≥ 5 episodes of ARIs (55 %) during the previous year and permanently lived in almost the entire territory of Ukraine (Kyiv, Kharkiv, Lviv, Dnipro, Zaporizhzhia, Odesa, Kropyvnytskyi, Vinnytsia, Kryvyi Rih, Zhytomyr, Cherkasy, Poltava, Sumy, Berdychiv, Romny, Bila Tserkva). The study was carried out as part of the program for outpatient observation of children with various manifestations of ARIs against the background of stress damage to the nervous system who took drugs with immunocorrective properties (scheme (1)) alone and in combination with a sedative agent (scheme (1+2)). The drug with immunocorrective pro­perties contained a complex of ultra-low-dose dilutions of gamma interferon antibodies, histamine antibodies, CD4 antibodies, and the drug with sedative properties — antibodies to the brain-specific protein S100. The observation period was October-December 2023. Statistical processing of the results was carried out using GraphPad Prism 9.0 Software for Windows (USA, San Diego, CA). Results. The combined therapeutic approach of the scheme (1+2) showed a significantly better effect on fever, duration of low fever, sore throat, runny nose, bronchitis symptoms, manifestations of respiratory infection, assessed by the Wisconsin Questionnaire, as well as stress, sleep disorders, and changes in the quality of life on the 5th day of treatment and after 1 month of observation. The comparative evaluation of scheme (1) and scheme (1+2) showed a significant diffe­rence in favor of the effectiveness of the latter, which is ensured by its additional sedative and anti-anxiety action, resulting in a direct positive effect on stress-induced disturbances of the nervous system and an indirect — on the immune response, which in general increases the effectiveness of solving the problem of ARI therapy in children aged 6 months to 6 years, who for 2.5 years were constantly in psycho-traumatizing and socially oppressed conditions of the war in Ukraine. The analysis of satisfaction with the treatment effect according to the international IMOS scale during the observation period showed positive results and a high level of evaluation by both parents and doctors. Conclusions. The use of a combination of reme­dies with immunocorrective and sedative effects showed their high mutual enhancing effectiveness in the treatment and rehabilitation of children aged 6 months to 6 years, suffering from ARIs, and in the correction of stress disorders caused by the war in Ukraine.

The article is devoted to the study of the audit of income, expenses, and financial results of agricultural enterprises in Ukraine during the martial law. The main problems of the domestic agricultural industry, caused by the specifics of the industry, are identified: deterioration of economic conditions, economic difficulties, competition problems, infrastructural limitations, personnel problems, difficulty in obtaining permits and certification, limited access to modern technologies. It is substantiated that the problems of the organization of accounting and management of agricultural enterprises are represented by insufficient automation of accounting and control processes, insufficient investment attractiveness of these enterprises in reporting, the complexity of accounting for supply processes, production and formation of costs, the complexity of obtaining loans, the complexity of tax accounting. The identified problems of the functioning of domestic enterprises in the conditions of martial law: the threat of security for workers and resources, the complication and increase in the price of the supply and implementation process, the loss of qualified labor, economic difficulties, the instability of legislation, the cancellation of benefits. It was established that the state of war in Ukraine causes additional problems for auditing: changes in the conditions of audit activity and audit risks, the complication of forecasting and assessment of financial results, the need to assess the impact on financial reporting of changes in accounting policies and management strategies, the need for additional audit procedures to determine and settlement of new risks. The work analyzes the peculiarities of the audit process of financial reporting of an agricultural enterprise, its income, expenses, and results of activity. The study showed that the main factor influencing the quality of the audit is the use of effective audit procedures. The work presents directions for optimizing the audit due to its digitalization, identifies problems that may arise, and suggests ways to solve them.

Summary. In today's conditions, the research of the legal framework in the field of notary is more relevant than ever. This is due to the fact that in the conditions of martial law, the notary, as well as other structures representing our state, underwent significant changes for the sake of the country's security. That is why the purpose of this article was to study certain aspects of notarial acts during martial law in Ukraine, which focused on research on the disclosure of legislation, protection of citizens' rights, the role of notaries and their duties during martial law on issues such as certification of documents , divorce, execution of powers of attorney, alienation of real estate, inheritance, etc. For this, in the process of writing, we used a number of research methods, namely methods of the philosophical, general scientific and special scientific level. Thus, among the philosophical methods of scientific knowledge, we used such methods as the method of dialectical knowledge (which helped to ensure the objectivity, comprehensiveness, specificity and completeness of the research), as well as the logical method (where the main techniques are analysis and synthesis, induction and deduction, analogy , descent from the concrete to the abstract and from the abstract to the concrete), etc. Among general scientific methods, we used such methods as system analysis, target, technical-legal and comparative-legal methods, which allowed us to comprehensively analyze the legislative provisions that underwent changes in the wartime conditions in the field of notary. At the same time, we also used such special scientific methods as formal-dogmatic (in the analysis of external forms of law) and interpretation of law, which were necessary to clarify the content of a number of principles and norms of national law, which contributed to the identification of certain patterns of formation, functioning and development of the notary in the conditions of war. As a result of the conducted research, we determined that despite the updating and adoption of a number of new normative legal acts in the field of notary, nevertheless, our state managed to inform notaries in a timely manner about all the changes made to legislative acts, which allows us to ensure the security of notaries in the conditions of war in Ukraine not only citizens of Ukraine, but also their rights and property in the field of notary, as well as the safety of notaries in the field of their activities. This gives us reason to assert that Ukraine, as certain problems related to the war in Ukraine arise, take all necessary actions for the safety of Ukrainian citizens and the regulated activity of notaries.

The full-scale invasion of the Russian Federation created new problems related to treason. The issue of treason is relevant in today's conditions, because it always remains a place for ensuring national security, sovereignty and inviolability of the state. Treason is a serious criminal activity that can bring colossal consequences for the future state. The article reveals shortcomings in the legislation associated with an insufficiently effective system of regulation, implementation and execution of punishments, research and analysis of the problems of criminal prosecution for treason in the conditions of war in Ukraine is carried out. Attention is focused on the issues of a fair trial, rights of protection of plaintiffs and compliance with international legal norms. The article examines the legal status and definition of treason in Ukrainian legislation, as well as statistics on the consideration of treason cases during the full-scale invasion of the Russian Federation. The article highlights the current problems of criminal prosecution for treason in the conditions of the war in Ukraine, which threatens the national security of the state - peculiarities and problems of implementation. . An important aspect is the determination of which specific actions can be considered treason and which interests of the state are violated. The issue of treason can become the subject of political manipulation and persecution. The state needs to maximally ensure the fair punishment of those citizens of Ukraine who commit criminal offenses against the national security of Ukraine in wartime conditions. The authorities must ensure adequate protection of national security and the ability to effectively respond to threats. Ukrainian legislation needs further work on improving the definition and application of the concept of treason, as well as providing legal guarantees to protect citizens from possible abuses.

Improving the efficiency of agricultural business when using automated information systems

Large domestic agricultural organizations and enterprises of the processing industry (as a rule holdings) of different forms of ownership and with different types (directions) of their activities are quite complex organizational systems, with the same complex system of their management. In improving the efficiency of agricultural and processing industry enterprises, the issues of informatization of management processes, the use of information systems and technologies in the management of large agricultural enterprises and agricultural holdings and other corporate structures are particularly relevant and important today. The tasks of forming new methodological approaches and directions in the optimal selection, implementation and maximum effective use of different information technologies and systems in the agricultural sector are relevant. The main and frequently used concepts in the fi eld of automation of functions and management tasks in the agroindustrial complex have been defined in the article. The results of a quantitative analysis of implemented projects for the implementation of IT systems, software products and integrated IT services at agricultural enterprises in Russia have been presented in the article. The groups (by type of technology and system classes) of the most common IT systems used in the management of agricultural enterprises in the territory of the Russian Federation have been identified. The possible prospects and advantages of the introduction of technologies and specialized information management systems as modern effective tools for improving the efficiency of activities and the existing management system at the enterprises of the agro-industrial complex of the Republic of Belarus have been discussed.

Informal institutions in the management of Ukrainian agricultural enterprises: challenges and opportunities

Introduction. The management of agricultural enterprises in Ukraine is an extremely dynamic and multifaceted process influenced by numerous factors. Among them, not only formally established institutions—such as laws, regulations, state programs, contracts, and governance structures—play a significant role. Alongside these, and sometimes as a determining force shaping the trajectory of agribusiness development and functioning, informal institutions operate. These unwritten rules, entrenched behavioural norms, deeply rooted traditions, extensive social ties, and informal agreements create a unique managerial landscape. They permeate all levels of interaction—from local communities to national markets—significantly affecting the efficiency, transparency, competitiveness, and even stability of the agricultural sector under continuous challenges. Methodology. This study employs a comprehensive set of methods, including: a systems approach that views agribusiness management as a complex open system where formal and informal elements intersect; institutional analysis to identify specific informal institutions (traditions, norms, informal networks), their functions, and interactions with formal governance mechanisms; the comparative-historical method to trace the evolution of institutional practices in Ukraine’s agrarian sector, particularly the legacy of the Soviet past; case study analysis to illustrate specific examples of interaction between formal and informal institutions at the enterprise or community level; and empirical analysis based on the synthesis of secondary research findings, sociological surveys, sectoral statistics, and interviews with agricultural enterprise managers and experts. Results. Informal institutions play a critically important role in the management of agricultural enterprises in Ukraine, functioning as adaptive mechanisms in response to institutional instability, legal uncertainty, and weak state regulation. These include not only informal agreements, customs, and personal arrangements, but also deeper elements such as trust, reputation, mutual support networks, and social leadership. In the context of contemporary institutional theory, informal institutions do not necessarily conflict with formal ones. On the contrary, they can complement and enhance the effectiveness of formal governance, especially in transitional economies. Ukraine demonstrates a hybrid institutional order where formal norms coexist with informal practices, forming unique local governance models.

Planning the activities of agricultural enterprises and agro-industrial complex: key stages and risk management

The article discusses key aspects of planning the activities of agricultural enterprises and risk management in conditions of a state of war. The research aims to improve practical planning and management of agricultural enterprises in situations of instability and risks arising from military conflicts. The study identifies the main stages of planning the activities of agricultural enterprises, taking into account the industry’s specifics and current conditions. Criteria for evaluating the effectiveness and adaptability of agricultural enterprise activity plans are developed. The components of a negative feedback mechanism in planning agricultural enterprise activities are outlined, including monitoring, plan comparison, adjustments, and risk management. The article analyzes the main risk groups faced by agricultural enterprises during military conflicts and provides recommendations for their management. The research emphasizes the importance of systematic examination of plans, effective task coordination, responsibility distribution, the establishment of monitoring and control systems, and the negative feedback mechanism to achieve successful planning and management in conditions of war. The article outlines key directions for enhancing efficiency and risk management in times of instability and conflict. The research results will contribute to improving practical planning and management of agricultural enterprises during wartime. Agricultural enterprises in Ukraine have significant potential but also face serious challenges, including military conflicts and emergencies. The presence of appropriate strategies and collaboration with various structural units are crucial components of successful planning and management in times of uncertainty and turbulence. Active cooperation with government and international organizations is key to reducing the impact of military conflicts on the activities of agricultural enterprises.

Directions of reforming civil society and public authorities in the conditions of war in Ukraine

In the current conditions of Ukraine's state of war, civil society should be considered not only as a society of free individuals, but also a society built on lawful (just) relations. It has been confirmed that the recognition of the interaction between law and justice is part of the European legal tradition. The basic element of civil society is its independent self-governing institutions, which, interacting with public authorities, perform important legitimating functions both within society and in the process of its interaction with public authorities. It is established that the institutions of civil society are the guarantors of the inviolability of personal rights of citizens, give them confidence in their abilities, serve as a support for citizens and public authorities in their possible confrontation with the enemy. They, in turn, operate on a self-governing basis within the Constitution and laws of Ukraine. The role of civil society during the full-scale war in Ukraine remains particularly relevant. In such a difficult period of our independence, every Ukrainian takes an active part in the public life of the state, joining the common victory over the enemy. The activities of foreign volunteers are becoming an important support. That is why the role of civil society is invaluable. The fate of our state in the future depends on the unity of each of us. In a democratic state governed by the rule of law, civil society interacts with public power, a type of socio-political, sovereign, legitimate power, based on public interest and impersonal nature, expressed in the system of social, public-political, volitional relations that arise between physical and legal persons (as subjects of civil society) and bodies and officials of the state (who are endowed with power) on the basis of law and law. At the present stage of Ukraine's development, the processes of formation of a democratic state governed by the rule of law and institutionalization of civil society are simultaneous and parallel, complementing each other. The full-scale war launched by the Russian Federation against Ukraine on February 24, 2022, accumulated mechanisms for the formation and development of strong and coordinated cooperation between public authorities and civil society institutions. However, the path to victory is not easy, and therefore requires some reforms and improvements in such mechanisms. It is important that today the constitutionality and legitimacy of state power are fully realized in the conditions of civil society. The degree of this fullness is directly proportional to the stability of civil society institutions and the development of civil legal and political culture. Civil society is a reflection of democracy and the victory of our people over the world-famous dictator Putin. Ukrainians demonstrate unity on all fronts in the struggle against the Russian occupier, and this arouses great admiration and support in the actions of the international community. After the victory in the war with the occupier, a number of new democratic transformations await Ukrainian society, including those involving civil society institutions.

Sponsorship marketing of European countries in the conditions of martial law in Ukraine

Introduction. In the conditions of war in Ukraine, the assistance of European states is invaluable. The sponsorship, being a synthetic marketing communication, becomes a key means of ensuring the image of states and positioning in the global marketing environment. Problem. The methodology of the functioning of sponsorship marketing and sponsorship me­chanisms in all spheres of social life has been studied by many scientists. However, there are no scientific researches that reveal the specifics of the implementation of sponsorship marketing by European states in wartime and justify spon­sorship as a marketing communication capable of creating a positive image of states and ensu­ring their strategic positioning in the global marketing environment. The aim of the article is to substantiate the peculiarities of the sponsorship marketing implementation by European countries in the conditions of war in Ukraine, to prove a sig­nificant role in the formation of the state's image and brand in the global marketing environment. Methods. Methods of analysis and synthesis, system and structural analysis, comparison, logical generalization, hypothetical and deductive method are applied. Results. Sponsorship marketing trends in the global marketing environment are identified and innovative ways of encouraging people to change their behavior under the influence of social fac­tors are identified. It has been proven that in the conditions of war, sponsorship, being a synthetic marketing communication, becomes the main tool for meeting public needs. A hypothesis was put forward that the level of preservation of social values correlates with the toolkit of spon­sorship marketing. Conclusions. In the conditions of war in Ukraine, which has had a significant impact on the economy of European countries, sponsor­ship marketing and sponsorship are becoming the main tools for forming the image of the state, strengthening brand loyalty and positio­ning in the global marketing environment. European states that form a socially respon­sible image and brand based on the use of effective sponsorship marke­ting tools have sig­nificant opportunities for reco­gnition by the world community, stren­gthening the loyalty of citizens of various states, which is important for effective social and eco­nomic development and preservation of public values.

Problems of resource provision of Ukraine enterprises in the hotel sector in a state of war

Introduction. During the war in Ukraine, the hotel industry underwent significant changes. Due to restrictions and danger, the flow of tourists decreased, which affected the income of hotels. However, many institutions began to provide their premises for temporary accommodation of displaced persons and volunteers. This made it possible to maintain activities and save jobs. The use of resources in the hospitality industry during wartime is critical. Ensuring quality service in conditions of limited opportunities requires optimal allocation of funds, supplies and human resources. Control over resources helps enterprises not only to survive, but also to find new ways of development, in particular through innovative solutions, social projects and support of economic growth. The purpose of the paper is to determine the problems of resource provision of enterprises of the hotel sector of Ukraine in a state of war. Results. The war situation in Ukraine had a great impact on the hotel industry and forced businesses to adapt to new conditions. Hotels have become not only a place for temporary accommodation, but also a refuge for refugees, and restaurants have the ability to provide work flow and phone charges for customers. The difficulties in providing resources such as material, financial, human and other have become particularly relevant. Hotels and restaurants respond to these challenges by taking into account the protection of employees and guests, attracting financial and material support and adapting to limited conditions. Secured resources became a key part of the survival and further development of the hotel industry during the war. Conclusion. The specificity of resourcing the hotel industry requires the maximum level of security for consumers, and also becomes a problem for business owners who are faced with attacks on infrastructure and lack of materials due to a complex logistics process or financial situation. Problems with material, financial, human, informational, technical, natural and property support have become extremely urgent, so the provision of some resources in wartime conditions have become priorities for hotels and restaurants. Understanding resource management principles such as autonomy, continuity, compliance, adaptability, planning, focus, and resource conservation helps businesses respond to the challenges of war effectively and in time. An important component of success in these conditions is not only the preservation of operational activity, but also the ability to adapt to new conditions and provide anything needed, including personnel, in wartime conditions.

The teenager’s basic beliefs as a factor of their stress resistance under the conditions of war

The article presents the results of an empirical study of the relationship between basic beliefs and the resistance to stress of teenagers under the conditions of war. The article presents the results of an empirical study of the relationship between basic beliefs and stress resistance of teenagers in wartime conditions. In general, the level of both stress resistance and the formation of basic beliefs were found to be insufficient for a significant number of teenagers living in the conditions of war in Ukraine. Differences in the manifestations of stress resistance of teenagers depending on gender (boys are characterized by lower indicators than girls), age (with age, indicators of stress resistance of teenagers become higher), number of children in the family (in families with 2 or more children, the stress resistance of teenagers is higher than in families with one child), and distance from the front line (teenagers who live near the front line have lower stress resistance than those who are far from it ) are characterized. Features of the basic beliefs of teenagers and their connection with stress resistance are presented. It is shown that the beliefs about the value of one's own "Self", the degree of luck and the randomness of events are insufficiently formed, and teenagers who live close to the front line believe less in the kindness of people, the possibility of self-control, luck, favour of the world and, instead, more in randomness of events. It was established that teenagers with high stress resistance are characterized by formed basic beliefs, they believe more than teenagers with low stress resistance in affection, justice and controllability of the world, the kindness of people, the possibility of self-control and less in the randomness of events. Prospects for further research are outlined; in particular, theoretical substantiation and practical development of a program for the development of stress resistance of teenagers, taking into account their basic beliefs.

Investment potential of Ukraine in the conditions of war

The article examines the issue of Ukraine's investment potential in wartime conditions. It was determined that considering the complex macroeconomic environment and the slowdown of the world economy, it is problematic to outline investment strategies in Ukraine in the conditions of war. It has been studied that today investments in Ukraine are mostly associated with financial instruments that allow attracting and directing capital to enterprises. The reasons that reduce Ukraine's investment attractiveness are analyzed, in particular, a high level of corruption and an insufficient regulatory framework. A number of measures are proposed to reduce these risks and ensure the stability of the investment climate in Ukraine. It has been established that Ukraine currently offers all interested parties a wide investment menu of potential opportunities worth more than $400 billion as part of the Advantage Ukraine campaign, which was launched in 2022 to attract potential foreign investors. With the support of the President of Ukraine, a special platform was created, where investment projects and opportunities are collected in 10 industries that have significant investment potential in the conditions of war in Ukraine. It has been studied that the extremely high level of adaptability of Ukrainian enterprises in the current situation of martial law ensures the formation of investment potential in 10 sectors: the defense-industrial complex ($43 billion), energy ($177 billion), logistics and infrastructure ($123 billion), agro-industrial complex ($34 billion), industrial production ($16 billion), innovative technologies ($11 billion), metallurgy and metalworking ($26 billion), pharmaceuticals ($19 billion), natural resources ($5.6 billion), woodworking and furniture production ($5 billion). It has been investigated that, taking into account the continuation of the war on the territory of Ukraine, the most important thing in the process of formation of investment potential is the assessment of the attractiveness of investing in a certain area as a source of profit on the invested capital, taking into account the guarantees of the security of investments in wartime and postwar times. According to the results of the conducted reconnaissance, it was established that Ukraine has a powerful investment potential, and therefore, broad prospects for attracting foreign investments even during a bloody and destructive war. Despite the military conflict, Ukraine has significant investment potential in sectors such as IT, agriculture, energy and tourism.

Peculiarities of truck transportation in wartime conditions

Purpose. To identify the peculiarities and problems of automobile transport (AT) in the war conditions (WC) in Ukraine. To propose ways to solve the mentioned problems, to eliminate reasons that lead to an increase in the risks for AT. To develop a mathematical model for optimization of transportation by AT under unclear military risks. Methodology. The method of abstract-logical analysis made it possible to establish peculiarities and problems of AT in WC and propose ways to solve these problems, to eliminate the causes that lead to increase in risks of AT. The method of analysis and synthesis is used to determine the circumstances of the narrowing of the influence of institutional approaches on the optimization of AT and to propose a combination of direct and indirect institutional influence. The method of comparative analysis finds that the unevenness of risks on transport routes leads to the imbalance of transportation and proposes measures to reduce the level of imbalance, to approach optimal results as well as proposes the formation of multi-stage transportation, which will ensure the variability of transport chains due to fragmentation and an increase in the level of organization of transport networks. Mathematical methods were applied to develop a model for optimization of AT in WC. Findings. The key tasks of building a strategy of a highly adaptive transport system were formulated and its peculiarities were indicated. Circumstances of narrowing the influence of institutional approaches to AT in WC were established and a combination of direct and indirect institutional influence was proposed, which will be based on the developed mathematical model. It is established that unevenness of risks on transport routes leads to imbalance of transportation and measures to reduce the imbalance are proposed. The formation of multi-stage transportation is proposed for variability of transport chains, organization of transport networks and ensuring the reliability of AT. Originality. To take into account risks with a significant level of uncertainty, a strategy for building a highly adaptive transport system was proposed, and a mathematical model for optimization of AT in the presence of uncertain military risks was developed. Practical values. The peculiarities and problems of AT in the conditions of the war in Ukraine are given. Ways to solve the mentioned problems, to eliminate the causes that lead to increase in risks for AT are proposed.
