Abstract
The Second World Assembly on Ageing, which met in Madrid, Spain, in 2002, reviewed the opportunities and challenges of population ageing in the 21st century in light of the principles and recommendations for action of the International Plan of Action on Ageing, endorsed by the United Nations General Assembly in 1982, and the United Nations Principles for Older Persons, adopted by the General Assembly in 1991, which provided guidance in areas of independence, participation, care, self‐fulfilment and dignity. As a result, the Assembly established both a political consensus and an action plan to promote the development of a society for all ages.
