Abstract
There have been no legislative changes to the british planning system in the past two years. However, the years have been marked by the development of planning policy at national level in a process that began with the election of the Labour government in 1997 which has culminated in the appearance of the Urban White Paper. The comming into force of the Human Rights Act 1998 last October also has profound implications for planning procedures which are being tested by recent cases. Other issues that remain current are those of planning agreements and obligations, delay in the planning process and, by virtue of a recent case, the problem of the revocation of planning permissions.
